Studies for Serbia’s First Phase of Nuclear Programme Planned for Completion by Mid-2027

Serbia will continue preparations for the development of a nuclear energy programme with the support of the French Development Agency (AFD), including the preparation of scenarios for reducing emissions in the energy sector and the modernization of the electricity infrastructure.

These issues were discussed by Minister of Mining and Energy Dubravka Đedović Handanović and AFD Director General Christophe Lecourtier. One of the key activities will be the preparation of a study aimed at determining what experts and skilled personnel would be needed if Serbia decides to develop nuclear power in the future.

The country is currently in the first phase of its nuclear programme, which involves assessing the required capacities, strengthening institutions and preparing expert analyses. The human resources study, together with the other studies envisaged under this phase, is planned to be completed by mid-2027.

Serbia and AFD will also cooperate on developing various decarbonization scenarios for the energy sector through 2050. The aim is to assess how the country can reduce emissions while maintaining a secure and stable energy supply.

The analyses are also expected to show the costs of individual solutions, their potential impact on economic growth and employment, and the investments that would be required over the coming decades.

Cooperation with the French agency also includes the modernization of the electricity grid. Elektromreža Srbije (EMS) and AFD are working on a project to modernize and digitalize the Pančevo substation.

According to the Ministry of Mining and Energy, the project will be developed based on the model of two substations in France that have already been digitalized, while the Pančevo substation is expected to be the first of its kind in the Balkans.
