The Council of the European Union has adopted an agreement on the European Electricity Grids Package, aimed at modernising energy grids, accelerating electrification, and strengthening Europe’s energy security. At the same time, a tripartite agreement on the development of energy storage has been signed.
SolarPower Europe states that this is an important step forward for Europe’s energy transition, through better planning, stronger interconnections, and faster permitting for grids, energy storage, and hybrid renewable energy projects.
However, according to SolarPower Europe, the Council’s position has not sufficiently strengthened key mechanisms that could accelerate project implementation, including the digitalisation of permitting procedures, clearly defined grid connection timelines, and greater transparency regarding connection opportunities for investors in renewable energy and storage systems.
The agreement on energy storage foresees an acceleration in the development of battery capacity, targeting 30 to 35 GW of new capacity between 2026 and 2028, while around 200 GW of storage is estimated to be needed in the European electricity system by 2030.
SolarPower Europe warns that without a dedicated EU Battery Storage Action Plan, Europe will struggle to meet these targets. According to the organisation, existing instruments are not sufficient to ensure the level of investment required for a stable and flexible energy system based on renewable sources.
The organisation emphasises that it is crucial for the European Parliament to improve the Council’s proposals in order to ensure a competitive and more resilient energy system based on renewables, grids, energy storage, and electrification, while reducing dependence on fossil fuels.
